Polly has been going out of business every couple months it seems, so I don't know if it's real... I think he wants to relocate his shop because it's a terrible mess, but he keeps buying stuff, which adds to the mess.
You won't get awesome deals, he understandably wants to make some profit. You're better off buying a complete half-decent bike from CL and getting a rear wheel. Get a few tools and learn to "fix" the bike
