Now we're talkin'! It's about time. There's so many ways to facilitate cycling into a cities' infratructure. Things in urban areas have gotten SO congested the bicycle has GOT to be taken seriously as a viable means of transportation. It's the mentality of bike=toy or bike=exercize/recreation that's got to be changed. Seeing a bicycle as a utilitarian or commuting means is a barrier most people don't(or wont)jump. Overcoming the perception of vulnerability while cycling is another. It IS scarey the first few times one ventures out into traffic. Cycling specific roadways can go a long way to easing that particular paranoia. Personal safety, ie well lit and secured(well patrolled) will help in encouraging people to venture forth.
In my own experience it was riding the bus 1.5 hours each direction w/a transfer for a 6 mile commute that got me to thinking 'bicycle'. Now, it seems laughable I rode the bus for 6 mos before it occurred to me. This is a very encouraging sign. City Planners and the DOT being involved can be really good IF they really listen and aren't just having these meetings as 'good pub'. Time will tell.
