An example of that tool is the Park BBT-5 (multiple companies make them) which is available anywhere. It does not work on the current Ultra Torque bottom brackets but is still needed for the cassette lockring.
The Park tool for removing Ultra Torque bottom brackets (and a host of other manufacturer's bb's) is a BBT-19. Campy makes a tool for easily tightening the bolt on the Ultra Torque bottom bracket Hirth joint (a UT-BB110).
All of the above are readily available online.
