That is not good at all, take off the rear wheel and try and spin it off the bike. If it doesnt spin off the bike the hub should be loosened and then tightened to the proper tension for the hub. You might need to take it to your LBS in order to have this done. If it spins off the bike then the only thing it can be is the way that the wheel is seated. Also when you spin the wheel if you can feel it index as you spin it this is a way to tell that the assembler did not do your wheels correctly. With the headset check the same thing can you feel it index? If so it is too tight, loosen it!
