I wondered the same thing, and if you do a search for it the consensus seems to be that under the bar routing is probably fine. Most people were talking about friction shifters being fine, but indexed should probably work too. Just make sure the housing is nice and tight against the bars and it shouldn't give you much trouble.

Unfortunately I routed my cables the conventional way before I realized you could route the cables under the tape. Oh well, next time I guess.
