Its probably some result of FEA CAD stuff. BMX and Park/mountain bikes have had similar shapes to increase stiffness. Felt makes some great frames for affordable prices.

+1 - my first thoughts as well. Actually when I first saw I thought, "that looks like it would be a pretty stiff frame."
Usually stuff like that is the result of some young engineer sitting in front of a juiced up computer with a marketing guy looking over his shoulder....usually not necessary, but "looks cool" to their market demographic.
