If you startle someone they will often jump toward the sound. That's why I prefer just moving over 5-10 feet and passing without saying anything. You are less likely to startle someone that way and if you do startle them, no one ever jumps 5 feet sideways. If you feel that you must call out, you should do it 10 seconds before you actually pass. That gives them some time to react and settle down before you get close to them. When passing close to pedestrians (especially children) it is wise to slow down to their speed before passing.
