I'll bet that they're only hearing "....your left" or "move left" or something like that.

Or, they react only to the noise, then they think that someone's coming directly behind them and they decide to move out of the way.

I've taken to saying, "OOOON your left" -- I think that they need a second or two to react to the first noise they hear, so I try saying the word "on" long enough and emphasized enough for them to react and comprehend before I reach the word "your". It seems to help.
