It could be, depending on the number, length, and intensity of rides in your training week.
I use the longest race + 10% time for base training, as I do my base training by myself and don't really like doing solo rides more than three hours or so. I keep the hours down and throw in some tempo rides to mix it up a bit and compensate for the lack of properly long base rides. Seems to be working ok so far
