And how exactly do you make the distinction between those two groups? Seems to me that you can't. They've tried that in this country over the last few years and it is a dismal failure. All they've really done is give themselves bigger costs in trying to administer the system.
Seems to me that it's either all or nothing. They have a choice, either have a welfare system that will attract a few bludgers, or have no welfare system and let anyone unlucky enough to lose their job starve. Gotta pick the lesser of two evils again.
