If it wasn't for NY City, NY State would cease to exist as a fiscal entity. I'd be curious to see real world stats on downstate vs. upstate tax revenue load, but I'd be very surprised if NY City and its environs don't subsidize the upstate regions when you analyze this. Regardless, NY needs NY City more than vice versa, to be sure.

Maybe NY City should secede.
