Ankle bands work a lot more reliably than cuffing. If the goofy, reflective ones are too much for your taste, try military boot bands/"blousers".
Sorry to hear you ended up with a fracture. Only time I got wrapped up in the NDS was with a freewheel, and even that was a pretty good scare. Hope you heal quickly.
