Personally, I DO think the organizers have the right to pick who they want to ride. It's in their best interest to invite a) the BEST teams and secondary to that b) smaller teams based in their country to help grow the sport in their country. I don't think think many Belgian teams give a rat's tail about marketing their sponsors in Spain.
