I heard that the cutout for the rear wheel shouldn't be too close to the tire because of the airflow of the spinning tire being hindered... Which kinda makes sense.... There's a lot of high speed air trying to go around that wheel....I'm not sure how much a gap is too big or too small, but it's interesting.....
I would think the turbulence created by the space between the whole seat tube and the rear wheel whilst the bike is moving forward at 40km/hr, is far greater than the airflow from the 22mm wide tire as it spins up towards the frame.
