I doubt I could argue that stop lights and signs 'cannot reasonably be applied to bicycles'.
I think it would depend on the light. Of course what I think doesn't mean much. If the light doesn't activate in response to bicycle traffic I consider it null and void and treat it as a stop sign. Of course I hardly slow for stop signs.
