Like others have said here, avoid Wal-Mart bikes like the plague, there's nothing on those bikes that's worth keeping in the long run. I think your best bet would be to go through Bikes Direct, and then have an LBS assemble it for you; that way, at least you'd probably be able to get a basic fitting with it (which honestly is one of the most important things about getting a new bike: the fit.).
Not for a seirous bike anyways. If you are mechanically inclined and know what you're doing it'd serve as a good beater/campus bike.
