I think the problem is that driving for the most part is easy. That encourages an inexperienced driver to think that driving is easy
all of the time. It's the rare things that are hard and it takes a fair amount of experience to handle them properly or to anticipate them (to avoid them entirely). Of course, we also have relentless media examples that drivng recklessly is "easy" and "safe".
