Long Beach Custom Fabrications is fella in Plymouth MA http://www.lbcustomfab.com/ that will do a frame set for $75 including stripping and blasting. The 75$ is for one color. I'm not sure how good his skills are at stuff more than a single color. This also included a clear coat. He did a pretty good job as well. The bike I got done was a Fuji Team that was covered in rusty, bubbly, old paint.
