If your Windsor is the track version this is what you got

Basically a cinelli. From what I have gathered somebody from the factory in Italy headed to Mexico and started building. Lug work isn't quite as "finished" as their Italian counterparts but the cinelli's don't have those rad little holes in the lugs. However, like Sheldon said... not quite a cinelli.

Double butted Columbus SL (if its bigger then a 58 its Columbus SP)
Campagnolo fork
cinelli lugs
Originally came with nuevo record group from campagnolo
box rims and sew ups
Drop outs will be either campy or if its a later version, shimano
came in white and orange Chrome lugs

Hope this helps.

I love my Windsor
