And usually there is a cop present in the store. He/She's off duty, acting as a security guard for the store.

I try to do most of my shopping at Whole Foods, and when I'm there (or any other store, for that matter), I do what you do: I put my pack in a shopping cart and go shopping. Haven't been hassled once about it.
