1- If a stem is 84º (-6/+6), when the stem is pointing upwards , is that -6 or +6?

2- Assuming 2 stems have the same length but one is 84º (-6/+6) and the other is 86 (-4/+4), when both stems are installed in the same position (not pointing upwards, for example), which one will shorten my reach more?
