I know that at most of the state universities around here freshmen are not allowed to have cars on campus. There are outlying satellite parking lots where they can park, but they are quite a distance away from the main campus. My son attended 4 years of undergraduate school and did not have a car. He had a bike and used a ZipCar when he needed to. He also depended on the local bus service, which IIRC is free to students with a valid ID card. Currently he is working on his masters at Leeds University Leeds, West Yorkshire and still does not have a car and has no plans to get one anytime soon.
