Mountain bikes are a great choice for a small campus that also gets quite a lot of snow. As for fenders, and baskets the kids will all have backpaks, fenders are always an option.
Mountain bikes have 24 speeds. They don't need that on a flat campus. They are too complicated and require maintenance. Plus, pants will get caught in the chain.
They need well equipped single or three speed bikes, requiring no maintenance. A Breezer Citizen or Electra Amsterdam would be ideal.
