Maybe the college could just admit more "poor" students.
I mean think about it. What student is going to be attracted by the free bike offer that doesn't already have a bicycle of their own. If they really cared that much about bicycles they would certainly have bought one before they bought their car. Sorry, but the whole thing sounds rather silly to me.
