Yes... track riders need to trackstand but not like their road/urban counterparts often do. You can put a foot down but most guys I know who ride fixed (myself included) seem to have some pretty good trackstanding skills.

The difference in chain tension probably stems most from how much one has to back brake in an urban / road setting as compared to how much braking happens on the track.
