Can you just disable the brake ?

ie-remove the brake pads and perhaps loosen the cable ?

The guys at the 'drome here thought this was an acceptable solution if I wanted to take my fixed gear on the track as it would make the bike compliant with their no brakes rule.

Also convenient as I would be riding my bike to and from the track and would need the brake for the road.
