Several companies made mixtes as big as 22" (i.e.Maruishi, Miyata and Univega) but I don't recall any larger than that. That's a bit on the small side for her inseam neasurement, but not too far off.

Edit: Looks like Nishiki offered 22-1/2" mixtes in the 1980s.
