Hey, that's practically done. You can make it rideable for next to nothing... ****ty chains and tyres are cheap and you can slap on a cheapo pedal with toe clips. Cogs don't cost all that much, either.
Not that you necessarily should, I'm just saying that if you're broke and itching to ride it, cheap/used/borrowed parts could easily complete it.
