There also may be uneven stress in the tube because it is so close to transition to the solid dropout.

Then there's the whole subject of weld heat effect there. Cannondale talked about how important it was (back around the 1980's) to get the full-frame post-build heat treating just so. If I'm not mistaken, steel cromo 4130 frames and components were strongest with a particular post build heat treating...I think some of the custom/small builders were (are?) sending thin-wall products to heat treaters before painting.
