Correct. The only 10-speed only Shimano items are Dura Ace hubs and Dura Ace and Ultegra complete wheel sets. All other model "10-speed" hubs and wheels accept 8, 9 or 10-speed cassettes.
BTW, the next generation of Dura Ace hubs is returning to the 8/9/10-speed configuration.
