I've found that the real trick is to lay the last coat of clear on as quickly as possible so that all the paint is wet at the same time. I also use a "warmer" reducer to help slow flash time and help the last coat flow out nice & shiny.
The best way to get a shiny finish is to
spray it that way!
Sanding/polishing is just extra work & effort.
