You are correct BUT track was made for 1/8". Old 1 pitch is 1/8 also.
The reason for 3/32 is for guys you used their road bikes during the winter for fixed wheel training or for guys who raced pursuits on timetrial bikes to use a better array of gear chioces. Companies started to make them to be easier on them, the customer.

Seen at the velodrome and not the only one: "Campagnolo Nuovo Record Chainring 144 BCD, 3/32" 54T". 144 is hardly road BCD! Very track specific in my opinion! Many track racers race on 3/32 stuff because it is lighter. Lucky cat is right "track stuff can be either 1/8 and 3/32"
