The chain is not going to be under a lot of tension, this isn't a fixed gear situation (plus the whole tight chain thing is blown way out of proportion). It also looks like the dropout are pitched slightly forward to aid in removing and reinstalling the wheel.
Yes. By having the chain tension problem solved at the BB, they could use vertical dropouts, so when you release the rear hub axle, the wheel simply drops out.
