Frame pumps are meant to be installed in 2 positions:
- under to top tube
or
- the seat tube ( no water bottle holder)

If you choose to run it along the top tube you should have a little pin welded on the inside of the head tube, right under the top tube, and this pin goes into a hole on the end of the pump handle... Do you have such pin on your bike?
