Depending on the design of the seals or lack of them. if grease oozes out after assembly or initial ride, clean it off asap..it'll attract dirt and become a grinding paste.

I usually cover the race cup, place the balls into the grease. There should be enough to hold them in place. I follow up with a top coat that covers all the surfaces of the balls.

As for the whitish translucent grease, that's an urea grease that most of Campy's modern stuff comes with. It's a high speed bearing grease usually found in cartridge bearings and automotive wheel bearings. Some of the best stuff out there.
