For the North, I'd say Ridgewood. Located between the western wilds, the Ramapos, the areas that the NYC cyclists frequent, and accessible to the popular cycling destinations in Rockland County NY; home to a couple good bike shops; the terminus of a well-used greenway; and has a NJ Transit station.
