We did a 30 mile section to the east of Syracuse last year. This was typical. Hard packed, but dusty. In the picture my wife is on 25 mm tires. She had no trouble.

I would avoid doing day after day on the towpath. Find out where the interesting historical bits are and hit those. Old locks, big aquaducts, etc. Otherwise ride on the scenic roads that are nearby.
