Well if you want to have them custom build you can through Wheelsmith. I'll be taking my cheap Asian BikesDirect carbon tubulars apart and adding DT Swiss 240 hubs. I can beat the hell out of them and not care too much if the rim breaks, the hubs I can use with other wheels if I choose.
Yeah, I've considered buying such wheels just for the rims, but I wish they were just available by themselves. I could really go for a $150-$200 carbon faired clincher.
But, when I say "roll my own," I mean sit on the couch during BSG or Dexter, with a hoop, wires, and nips, and have a wheel when the credits roll.
I couldn't give away the joy of the build to someone else along with my cash.
