Merider, I think you have a very good system in place to make for fair voting on the designs. I helped design one of the Texas regional forum jerseys and we ended up going with two different designs because the response to each design was so varied.

btw, we went with Champion. My experience with them (I organized the orders) was mixed. There was some problems, and some long waits between responses, but in the end they made it right. Oh, and you could supply the designs as high resolution .bmp files that they then converted to their format for printing. Worked well enough for fairly simple designs, but on more complex things you'll probably want photoshop files.
