Seems like it's as luker says, but I've never heard of Panasonic-branded dropouts (these look to be either vertical or nearly so). Anybody have reference for frame bits made by National/Panasonic/Matsu****a? If not, then it's going to be a Panasonic frame that's "house-branded" and probably for the Japanese local market. They were an active contract-builder, Schwinn being one of their most-known customers.
