From the "I can't tell what it is so assume it's a Paramount" school of thought.

Not that it's expensive or anything, but it does say "Tempo" right there in the headbadge and Paramounts never had their serial numbers on the headtube ... (Edit: Except for maybe the tandems -- or did they just share the common numbering scheme and the number was on the BB shell?)
