Depends what you're used to. There are plenty of 8% for 3 miles climbs in my area (near San Francisco). We might do several of them on a club ride. I wouldn't drive to find a hill like that unless it was part of a longer scenic loop.

If you're looking for a Tour de France style rating, hills with less than 1000 feet of elevation gain don't count for much. The serious climbs are 4000 feet or more in one continuous climb.
