Other than the 3 foot clearance requirement, aren't those all already laws in most places? Not sure about Chicago. But surely yielding to another vehicle when you're turning left is already a law and already applies to bicycles?
Are they enumerated here just to say to the public YES, these apply to yielding to bicycles as well? If so that's cool.
