There were 9-speed Ultegra shifters but they have now been replaced by 10-speed. You can still find the 9-speed version NOS. And yes, Shimano did make 8-speed Ultegra shifters but they are even more obsolete.

The 105/Tiagra shifters you reference are double/triple CRANK compatible. They are either 9 OR 10-speed for the rear shifting, not both.
