The sanding/filing method in the link wont do anything more special than regular pad use. It will just do it a little quicker and probably less evenly, so there isn't really anything to gain. However, that is a good trick for cleaning up already machined rims.

Because of the size of a rim, it would be just about impossible to get an OEM quality finish from a typical mill or lathe, even if you could get access to one.
Rims are also machined prior to lacing. The precision ought to be as good as the extrusion itself.
