Reluctantly asking SSFG to help me build up a vintage keirin frame

This almost ended up in the track or vintage forum, where it may end up yet, but I always get a kick out of this place. So, have at it. How should I build up this frame; how should I restore/preserve it? I've got some ideas, but what do y'all think I should do on reasonable budget (real reasonable, not NJS-reasonable).

To what extent would you vintage aficionados try to restore or preserve this? I'm looking for must-do suggestions, like stopping that corrosion around the headset, and anything else. I'm entertaining the idea of giving it a thin clearcoat--neither glossy nor matte but as clear as possible--to protect what's left of the decal and stickers. I don't mind the chips as touch-ups look lousy on a paintjob that can't be matched.






One day, I'll consider restoring the paintjob/decal as accurately as possible.
