That QR is built into the Dahon handlepost.
One side of that top clamp is hinged and the other side has the QR bolt that you see in the photo.

On the topic of bar-ends...
I found some really neat new Ergon grips with some different bar-ends
(you won't even find these on Ergon's site yet strangely enough)
