Unscrew the bolt, insert a small coin between the gap in the stem and gently screw the bolt back in. Should spread the gap far enough to get the bars through.
If there's only threading on one side of the gap, uncrew the bolt completely pull it through and thread it into the threaded side (so it will protrude into the unthreaded side). Insert coin and do same trick.
This is the pro way to do it. Moots actually recommends this for their stems and seatposts.
