He upgraded his rims (and braking surfaces, strength of rim) immediately. There's a chance. If he upgraded his calipers, I'm guessing new/different brake pads came with them so that's another change. Hard to tell which upgrade caused the greatest change.
Remember - brakes aren't for stopping - they're for slowing down.
You've now motivated me to be all scientific and use the old pads on the new brakes.
