An insane, possibly stupid and high rider can keep up with traffic with only a minimal amount of pedaling. If there is a lot of traffic at the summit, try to jump in a gap between a faster car and a slower truck. Accelerate hard in the on-ramp so that you're spinning your fastest gear before you hit the highway. You should be able to beat the truck down the hill and the truck won't try to pass you anyway.

Slow or wobbly descenders may feel very uncomfortable on this road. It is only 2 miles or so, though.
